EOI AND COMMERCIAL PROPOSAL INTEGRATED DIGITAL PLATFORM FOR CRICKET MANAGEMENT (IDP)

Kerala Cricket Association (KCA) invites expression of interest (EoI) with detailed technical/commercial proposal from reputed service providers with relevant experience. KCA intends to engage a competent and reputed service provider/vendor providing similar services to BCCI affiliated State Associations or similar organisations. Detailed Nature & Scope of services envisaged is given in Annexure-1.
The EoI with detailed technical proposal and indicative costs for each module given in the scope services may be submitted latest by 26th August 2022 (5PM) along with the application form and addressed to the Hon.Secretary, Kerala Cricket Association Secretary, Kerala Cricket Association, KCA Complex, T.C 24/131(1), Sasthamkovil Road, Thycaud P.O., Thiruvananthapuram, Pin-695 014, either by post or via email to office@keralacricket.in
Secretary, KCA reserves the right to accept/reject any EoI and proposal without assigning any reason thereof.

ANNEXURE – I

PURPOSE & SCOPE OF SERVICES
Kerala Cricket Association (KCA) intents to create a dedicated digital platform i.e an integrated on-line system to provide:
  1. Digital tools for live scoring and creating statistical data base
  2. KCA Tournament/Competition Organiser and Management
  3. Digitalised Player’s registration and documentation system
  4. Player/Team statistics and performance analysis tools
  5. Data Migration of exiting database to the new platform interfacing with KCA website
  6. Maintaining and managing historical data (archives) and generating statistics
  7. Live streaming of matches & coaching sessions supported by analytical tools
  8. Robust Cricket Information System to stakeholders – administrators, players, selectors, coaches, etc
PROPOSAL – APPLICATION FEATURES
  1. KCA intents to engage a competent and reputed service provider/vendor providing similar services to BCCI affiliated State Associations or similar sports organisations
  2. The modules of the proposed IDP shall be developed and installed progressively (in two phases) over a period of 1 to 2 years based on KCA’s requirement priority
The envisaged modules and the general scope of services are as follows:

PHASE – I

Module -1 REAL-TIME LIVE SCORING APP
  1. Live ball by Ball scoring through a customised KCA App for scorers using Android or iOS powered mobiles and tablets
  2. Dedicated stand-alone mobile app available to download for free by the KCA scorers on to their devises
  3. Cover KCAs domestic tournaments and competitions such as Inter-district/zonal matches, selection matches, graded tournaments and premier leagues conducted across the 14 districts
  4. Option for scoring through a laptop for those preferring a desktop environment desirable
  5. App should push live updates to KCA online sites, provide dash boards/leader boards/Widgets as required
  6. Generate “Press release notes” with brief scores after each day of the matches covered
  7. Create the database and archive data after each season for records, historical statistics and analysis
Module – 2 ON-LINE KCA PLAYER’S REGISTRATION SYSTEM
  1. KCA has a well-documented players registration process Presently, there are about 300O players registered with KCA, who would be seeking first-time registration, renewal, or inter-club transfer beginning of each season
  2. A prospective player above 16 years of age must register as per the “KCA registration rules” in his home district through the on-line system
  3. KCA has a dual registration provision, whereby a player registered in his home district can also opt for a second registration as “Guest Player” to play in another district outside his home district
  4. It should be simple, user friendly and comply with documentation/approvals stipulated by KCA
  5. The module to be integrated with the scoring app to ensure compliance of” KCA Registration Rules” by players participating in KCA domestic events
Module – 3 : DATA BASE AND STATISTICS MANAGEMENT
  1. Create and maintain a database of both historical (migrated) and current, using a sub-domain served from Service Providers server (or Cloud, to be discussed).
  2. Showcase score cards and stats of all matches played by KCA in the BCCI domestic competitions
  3. Provide “Player Pages” of players who have represented KCA
  4. Create a records section for each event and update them after each match
  5. Update the related archive daily
  6. Back up and transfer the KCA archives on the KCA server on a quarterly basis
  7. All such data along with the processing tools shall remain as KCAs property
  8. Ensure confidentiality of the data and have a well-defined privacy policy
  9. Services shall include server management and optimisation, data management/Security
Module – 4 : DATA MIGRATION AND PROCESSING
  1. KCA has historical data covering the matches from season 2004 in. JSON format. This data is required to be moved from the existing platform (in KCA server) to the proposed KCA digital platform servers
  2. Tools to process the historical data (relating to previous seasons) and generate statistical reports for users through KCA website in the same format/look & feel of pages popping up in the KCA website now
  3. The service provider shall back-up the data in KCA severs every quarter in. JSON or .CSV file format
Module – 5 : KCA WEBSITE
  1. Enhance the KCA website with features to publish custom contents and seamless scorecard integration
  2. Provide for Fan engagement such as Opinion Polls, Quizzes, Current News, Player’s stats, etc
  3. Window for advertisements/sponsorship/ commercials for revenue generation to KCA

PHASE – II

It is also proposed to implement the second phase of the project progressively, after the full implementation of Phase-1 and feedbacks from users.
Module – 6 : Streaming and Video Capture Applications (for future integration)
This module involves video capture and streaming along with upgraded analytical tools for coaching, pre-match preparations, post-match analysis and remote coaching. Also, upgrading of the tools and applications in the existing platform shall also be considered.
Expected feature of the modules are
  1. Video streaming and Video capture tools
  2. Fully automated video system capturing replay footages
  3. Provide Indexed replays that are instantly viewable and shared on-line
  4. Data driven performance analysis tools
  5. Framework for remote monitoring and coaching of players
  6. Video repository platform for competition intelligence, talent monitoring
  7. Creating single unified data source for high performance centre and selection process
  8. Match module to analyse home and opposition team/ players (Pre & post-match analysis)
  9. Mobile app for view instant videos
